The McElhanney Assessment has three phases of work.
The first phase, estimated at $10.1 million, covers critical distribution and reservoir upgrades that are required regardless of water source or treatment.
In the second phase of work, McElhanney estimated two potential water source options and suggested a third consideration
Connect with City of Penticton, tie into the West Bench Water System, estimated at $6.4 million.
The 242 Sage Mesa Water System citizens build their own water treatment facility for $8.2 million.
Consider the expansion of the standalone Sage Mesa Water Treatment facility (estimated at $8 million) to supply water to the West Bench Water System, PIB Water System, and Sage Mesa Water System allowing the City of Penticton to defer expansions to the City’s WTP. Expanding the ratepayer base should lower per household costs.
Here is the March 20, 2026 Information Release which basically confirms what was already known: If the SMWS ownership were transferred to the RDOS, the RDOS would consider all potential water sources and treatment options, including the City. The pre-feasibility study with the PIB is an exploratory discussion to see if an RDOS and PIB jointly owned water treatment facility is worth further discussion. The pre-feasibility study is not a decision, it is a discussion.
Should the system transfer to the RDOS, the RDOS will look at all water source and/or treatment options to find the best option for citizens. There is no nefarious aim in trying to find the best deal for RDOS citizens.
